A USER'S GUIDE TO THE CONSPIRACY

A handout for my campaign, produced to allow the Players to keep track of the complicated back story. Some of this is based on information in Delta Green and other publications, but adapted to my own particular campaign (most notably, MJ-12 does not exist). Government agencies are listed first - they are not necessarily good guys!


Delta Green
(All episodes)
An illegal conspiracy of various government employees, working mostly in federal law enforcement or intelligence agencies, dedicated to secretly fighting supernatural threats to the US. Formerly a legally constituted government agency, but officially disbanded due to a combination of unsuccessful operations and political manoeuvring by other agencies. All PCs are members of or advisers to this conspiracy. Other known members include:

Project Dancer
(All episodes)
A covert agency of the US Army established to collect information on supernatural biological threats to US military operations. Originally set up to investigate ghouls (catchily designated the '#A mutant') it has extended its interests to pretty well any physical oddities. Currently incarcerated in Project Dancer's basement under Fort Detrick are:

Project Aquarius
(#1, #4, #9)
A covert agency of US Air Force Intelligence. They have a connection with, and interest in, the Aliens (q.v.) the exact nature of which has yet to be determined. Constantly in turf wars with other covert agencies. Headquarters at Vandenburg AFB, California. Known members include:

Operation Ice Cave
(#2, #9)
A covert agency of US Naval Intelligence, established to counter the threat from deep ones and related aquatic menaces. Headquarters in Massachusetts. Maintain a base in Arizona for incarceration of deep one hybrids. The only known member is:

The CIA
(#5 onwards)
Agents of the CIA have been seen covering up evidence of supernatural events and extraterrestrial visitors, via a number of 'men in black'. They are also known to have conducted some counter-Mythos operations abroad - apparently with a great lack of success.

Project Arc-Dream
(off-screen)
Covert agency of the US Army established to create the 'utlimate soldier'. Have expressed an interest in using Dancer's discoveries related to ghouls and zombies. Based in Fort Dugway, Utah.

Operation Moondust
(#10, #12)
Covert military agency probably involved in extraterrestrial intelligence gathering. Their existence was only discovered when an unknown person attempted to hack their files from within the PC's secure base. Known members include:

The Grey-Haired Woman
(#4, #5, #6, #8, #9)
Mysterious figure, based in Washington DC, with a knowledge of many of the covert agencies above, and a seemingly infinite security clearance. (Also appeared off-screen in episode #1, although this wasn't apparent at the time).

Pisces
(#9, #12)
Covert UK agency, apparently countering supernatural threats in that country. May have been infiltrated to high levels by the Insectoids. The only known members are:


New World Industries
(#9)
Multinational conglomerate with a suspicious interest in the events of episode #9. Possibly connected with international terrorism, but it's all rather vague. The CEO is named Thalassa Chandler.

The Cult of Cthulhu
(#2)
Degenerate worshippers of an ancient squid-god based in various seaside communities around the US and beyond. Mostly uneducated and poor, including many down-and-outs. Also associated with undersea communities of deep ones at Innsmouth, Belize and (presumably) other locations.

The Cult of Mordiggian
(#6)
Religious movement within ghoul society dedicated to the superiority of that sub-species over the rest of humanity. Includes some human servitors. Base of operations in Montana (now destroyed), but claimed to have another base that could only be reached through the ingestion of hallucinogenic drugs. Most ghouls do not support its aims, although many pay the deity lip-service.

The Karotechia

Covert agency of the SS, which survived the fall of Nazi Germany to hide out somewhere in South America (possibly Columbia). Originally dedicated to utilising Mythos related forces in the service of the Nazi regime and military. The known members are:

The Skoptsi
(#10)
Russian cult dedicated to worship of the perverse fertility deity, Shub-Niggurath. Demands ritual self-castration of its members. Known to have at least one branch which has infiltrated the US.

The Aliens
(#1, #2, #9, #10)
Scientifically advanced extraterrestrial visitors, whose purpose on Earth remains to be determined. Only seen face-to-face once (briefly, in episode #2) they prefer to operate through either:

The Natives
(#2, #8)
Pale Amerindians of unknown origin. They apparently have access to extraterrestrial technology.

The Insectoids
(#9, #12)
Intelligent insect-like creatures, probably of extraterrestrial origin. They have the power to take over human minds.

Nyarlathotep
(#2, #9)
God worshipped under various names by different cultures. A being claiming to be the god was encountered in episode #9, and hinted that he had appeared in other episodes under different guises. No cult of worshippers known at this time.
